Hi there, Does this have any stretch/give or is it very firm? Could you give me the hip measurement?

I am a standard size 8 and usually wear Ganni size 36. This is size 38 on the tag but is small fitting, fits more like a size 8. No stretch, hip measures approx 38cms across.
