Is the hip measurement taken at the widest point between the waist and crotch lying flat out? Thx

Apologies these are hard to measure due to the waistband at the front of the pants being curved. I have re measured the waist on the back of the pants lying flat out it’s 39cms. The widest part between the crotch and the waistband is 49 1/2 cms. Approximately 30cms from crotch to waist. Hope this helps. I am a standard size 10 and they fit me.
