The length is 45cm at the back & can change wrap to be slightly lower if you want. Waist is 91cm (45cm along front of skirt) I'm a 12-14 and its quite forgiving with the wrap.

No, the wrap sits infront of the skirt. The waist is fixed but you can tie the wrap to sit lower or more loosely.
