Hiya, sorry for the late response - waist size is 14.5in / 37cm flat. Fabric is hard to say bc the label doesn’t specify exactly, but it specifies hot wash and cool iron. My guess from texture is probably nylon blend - maybe like 60% nylon, 30% cotton 10% poly? Sorry I can’t give exacts but I hope that helps
