Yes, only the skirt is lined. I’ll add a photo of the dress hanging with light behind it. Doesn’t need a cami at all.

Also, can you tell me please does the waist have any elastic or is it fixed?

The waist is just tiny pleats. I’ll add a photo to the listing. No elastic. There is a slim tie at the waist as well.
