It does have an elasticated waistband so I think it definitely could - I’ve uploaded a couple more photos including the websites size guide for reference

I’ve uploaded a few photos along with a link to the website’s size guide. It’s listed as a size small, which typically corresponds to a women’s size 8–10 which is my usual size. However, due to the stretchy waistband and adjustable tie at the waist, i reckon it could comfortably fit sizes 6–12
