Does it sit off the shoulders?

Yes and no - it’s a scoop neck so about to where bra strap sit on your shoulders. I’m a sewing girl and if wanted it to sit out wider just snip the neck elastic then would sit on edge of shoulders ( if you are a size 8 or less ) . Hope that helps . Ellie
