Hi there. It depends on the fit you want. The elastic band is unstressed 16 inches and stretched out 26 inches. This is lying flat. So double that for circumference. It is very stretch pleats so I think for either. I don't think you want to overstretched though hence selling it as I am 16 and it is bit clingy. Perfect for 12/14 either
