Can the top flap be secured closed?

Hi there, the flap over the top doesn’t have a closure, but you can see in Picture 7, there is an OT buckle/chain closure to secure the bag opening together. The flap over the top is nice and weighty and keeps it covered. Nothing falls out unless it’s ripped upside down even with the OT buckle undone. X
